Posting Notifications – Posting Employees in the EU

When your company sends employees to work temporarily in another EU or EEA country, you may be required to register them with the authorities in the country where the work is performed. This registration is commonly referred to as a Posting Notification, Posting Declaration or Posted Worker Registration.

Posting notifications are part of the European rules governing the posting of workers and are intended to ensure compliance with local employment conditions and provide national authorities with information about foreign companies and employees working temporarily in their country.

Different countries – different posting requirements

Although the posting of workers is regulated within a common European framework, each country has its own national rules, registration procedures, authorities, deadlines and documentation requirements.

Depending on the destination country, companies may be required to provide information about:

  • the employer and the foreign company;
  • the posted employee(s);
  • the place where the work will be performed;
  • the local client or service recipient;
  • the start and end dates of the assignment;
  • the type of work or services being provided;
  • a local contact or representative; and
  • supporting documentation related to the posting.

Requirements may also vary depending on the country, duration of the assignment, industry, type of work and nationality of the employee.

Posting Notification and A1 Certificate

A Posting Notification should not be confused with an A1 Certificate.

The Posting Notification is generally submitted to the authorities in the country where the employee will temporarily work, while the A1 Certificate relates to the employee's social security coverage during a temporary assignment abroad.

Depending on the circumstances, an employee may therefore require both an A1 Certificate and a Posting Notification before or during an assignment.
